Chuck Fromm is FMCSA's Deputy Chief Counsel. In that capacity he assists the Chief Counsel in oversight of all legal issues arising before the Agency and with supervision of the Office of Chief Counsel's 30+ employees.Mr. Fromm joined the FMCSA Office of Chief Counsel as an attorney-advisor in the Enforcement and Litigation Division (MC-CCE) in 2004. While a staff attorney Mr. Fromm served as FMCSA lead counsel on the hours of service rule litigation and the electronic on-board recorders rulemaking.FMCSA promoted Mr. Fromm to Assistant Chief Counsel for Enforcement and Litigation in April 2007. In that position, which he held until March 2012, he and MC-CCE's headquarters attorneys, field attorneys and field paralegals provided legal support in a wide range of substantive areas, including enforcement policy development, civil penalty cases, safety rating appeals, new entrant safety assurance reviews, commercial driver's license issues, hazardous materials regulation and permit reviews, self-insurance, drug and alcohol enforcement, passenger carrier and household goods regulation, motor carrier registration, commercial enforcement and Administrative Procedure Act litigation
