Scott Darling,III is the Chief Counsel for the Federal Motor Carrier Safety Administration (FMCSA). As Chief Counsel, Scott serves as counsel to the Administrator and the Agency's chief legal officer. He oversees attorneys located both in FMCSA's headquarters and in the regional service centers.Scott joined FMCSA from the Massachusetts Bay Transportation Authority (MBTA), the public transit agency serving the greater Boston area, where he served as the Deputy Chief of Staff and Assistant General Counsel. He also served previously as MBTA's Environmental and Land Use Counsel as well as its Privacy Administrator. Prior to joining MBTA, Scott provided counsel to a number of public and private sector clients on transportation, land-use, housing, and environmental issues.He is a graduate of the following experiential executive education programs: Boston YMCA's LeadBoston, UMass/Boston's Emerging Leaders, and the Greater Boston Chamber of Commerce's Future Leaders. Scott earned a Bachelor of Arts in Government from Clark University, a Master's degree in Public Policy from Tufts University, and a Juris Doctor's degree from Suffolk University.
